The family planning gag order is as old as Reagan. He first instituted it, Clinton scrubbed it, W put it back in, Obama took it out and so now we have the next round of do-it-don’t-do-it. Clinics in Nigeria and Ruwanda must be getting used to it and used to getting around it.
